Zero Tolerance for Corruption
There is an argument that 'zero tolerance for corruption' is not possible, nevertheless, sincere efforts are needed for corruption control. Rule, law, mechanism, organizational environment, and self play a significant role in identifying, preventing and punishing official corruption and corrupt transaction. After 1970, it was visioned that law enforcement will help in controlling corrupt, however, that could not be happened. Same is the experience of Nepal. There are several legal reforms and mechanisms, but they are not functioning well. In this regard, three major actions- promotional, preventive, and punitive- need to be revitalized.
